The Advanced Occupational Certificate: Payroll Manager provides learners with a comprehensive understanding of payroll management and the practical skills to operate as a competent payroll professional. Upon completion, learners will be able to:
- Manage the end-to-end payroll cycle to ensure accurate, compliant and timeous payment of employees.
- Apply South African payroll legislation, including the BCEA, LRA, UIF, COIDA, Income Tax Act and Tax Administration Act, to day-to-day payroll decisions.

- Coordinate monthly, bi-annual and annual SARS submissions and COIDA returns, including EMP201, EMP501 and IRP5 processing.

Delivery
The Advanced Occupational Certificate: Payroll Manager (NQF Level 6) follows a comprehensive three-part learning structure:
Part 1: Knowledge Modules
- The Knowledge component is delivered through SA Accounting Academy’s online learning platform, where learners complete five modules covering business management concepts, payroll theory and legislation, introduction to management, human resource management, and payroll accounting, featuring interactive study notes, formative assessments, discussion forums and live sessions with an expert payroll facilitator.
Part 2: Practical Skill Modules
- Running concurrently with Part 1, the Practical component involves simulation assignments covering employee costing, stakeholder and statutory body relationships, planning and monitoring the payroll function, year-end procedures, business intelligence reporting, and payroll auditing, applying payroll theory to realistic workplace scenarios.
Part 3: Workplace Experience Modules
- Learners complete a structured six-month workplace phase, applying payroll management skills under supervision and then independently, documented through a logbook covering all five work experience modules.
External Integrated Summative Assessment (EISA)
- The learning journey concludes with the External Integrated Summative Assessment (EISA), a comprehensive evaluation of both Exit Level Outcomes conducted over a minimum of one day at a QCTO-accredited assessment centre.

Monja van Zyl
Monja van Zyl completed her CA(SA) articles in Durban and qualified as a chartered accountant in 2006. She then worked for both listed and unlisted companies in various industries where she mentored and led teams of different sizes.
Recognising the importance of balancing work and life, Monja started her own business called Aim Business Advisory Services in 2019. Her target market is the small-to-medium sized companies to whom she gives access to her vast skills and experience at a fraction of the cost on an outsourced retainer model.
EISA Preparation & Work Experience
During the workplace phase, learners apply payroll management skills under supervision in a real or approved simulated payroll environment. Each work activity in the five Work Experience Modules must be completed under supervision and then independently at least three times within the stipulated period, with every activity verified and signed off by a workplace supervisor in the Statement of Work Experience / logbook. Recognition of Prior Learning (RPL) is available for learners who can demonstrate equivalent workplace competence, in line with SA Accounting Academy’s accredited RPL policy. Learners then prepare for the External Integrated Summative Assessment (EISA), a comprehensive evaluation combining practical tasks and theoretical questions across both Exit Level Outcomes, conducted at a Services SETA-accredited assessment centre.
Prerequisites / Admission Requirements
Applicants for this qualification must meet the following entry requirement:
- An NQF Level 5 qualification in Human Resource Management, Accounting or Finance.
Recognition of Prior Learning (RPL) for access is available for applicants who do not hold the qualification above but who can demonstrate equivalent knowledge and competence, in line with SA Accounting Academy's RPL policy.
Accreditation
SA Accounting Academy is accredited by the QCTO (ID: SDP220526113603) as a Skills Development Provider (SDP) for the Advanced Occupational Certificate: Payroll Manager (SAQA ID: 121787, Curriculum Code: 121102000-00-00), with Services SETA (SSETA) as the Assessment Quality Partner.
Assessments
This programme includes formative assessments throughout the Knowledge and Practical Skill component modules. Learners must achieve competency in each learning outcome — an overall pass is not sufficient. Learners must also complete a logbook documenting supervised and independent completion of all five Work Experience Modules. The programme culminates in the External Integrated Summative Assessment (EISA), administered by the Assessment Quality Partner (Services SETA) on behalf of the QCTO.

Assessment Framework
The assessment system for this qualification consists of multiple components designed to evaluate comprehensive payroll management competency:
- Formative Assessments: Ongoing evaluations throughout each knowledge and practical skill module to gauge progress and understanding.
- Statement of Work Experience / Logbook: Supervisor-verified documentation of workplace tasks completed under supervision and then independently, across all five Work Experience Modules.
- External Integrated Summative Assessment (EISA): A final comprehensive assessment, combining practical tasks and theoretical questions, conducted by the QCTO Assessment Quality Partner.
Certification Requirements
To qualify for the Advanced Occupational Certificate: Payroll Manager (NQF Level 6), learners must:
- Successfully complete all five knowledge modules and achieve competency in each learning outcome.
- Demonstrate competence in all six practical skill modules, including simulation assignments.
- Submit a completed and verified Statement of Work Experience / Logbook demonstrating all five work experience modules (or obtain RPL for credits where applicable).
- Receive a Statement of Results from SA Accounting Academy as the skills development provider.
- Pass the EISA, administered by Services SETA on behalf of the QCTO.
The EISA is a crucial final evaluation that integrates both Exit Level Outcomes in one assessment, conducted over a minimum of one day at a QCTO-accredited assessment centre. This external assessment ensures that certification standards are consistently maintained across all graduates.
Upon successful completion of all requirements, learners will be awarded the officially recognised Advanced Occupational Certificate: Payroll Manager (NQF Level 6, SAQA ID: 121787), issued by the QCTO.

Payment Terms
Payments
- Minimum payments must be made via direct EFT or credit card before a qualification starts.
- Full payment is required before the start date.

- Access to content will be denied if payment terms are not followed.
Cancellations
- Written notice is required for cancellations.
- Cancellation fees vary based on the timing of the cancellation relative to the start date:
- No fee if cancelled more than two weeks prior.
- 25% fee if cancelled less than two weeks prior.
- 50% fee if cancelled within six weeks after the start.
- Full fee if cancelled after six weeks of the start.
