Summary:
In a gazetted government notice, the Department of Employment and Labour (DoEL) confirmed that all employers must complete and submit the Confirmation of Employer Registration Details Form when filing their 2024 Returns of Earnings (ROEs), to assist the Compensation Fund in cleansing and updating employer records.
Article:
This applies to all employers, including but not limited to companies, NPOs, trusts, body corporates, partnerships, joint ventures, public entities, sole proprietors and domestic worker employers.
Employers using consultants or third parties must also provide both the employer’s and consultant’s contact details, plus a signed consultant mandate.
This notice also includes the 2-page Confirmation of Employer Registration Details form.
The annual Return of Earnings (ROE) submission to the Compensation Fund opens from 1 April 2025 until 31 May 2025 at www.cfonline.labour.gov.za.
All employers are urged to timeously submit their ROEs to the Compensation Fund, in order to avoid a 10% penalty fee for late submission.
Non-submission, incomplete forms or false information may result in processing delays, incorrect assesssments, penalties or legal action.
This notice applies to the 2024 ROE cycle and remains effective until withdrawn.

The COID Act is yet another piece of legislation that your clients must comply with, and which you must assess compliance with. If they don’t comply with the relevant laws and regulations, you have certain reporting obligations in terms of NOCLAR (NOn-Compliance with Laws And Regulations) – this could include reporting to management, qualifying your audit opinion, reporting a Reportable Irregularity, etc.
As an employer, you also need to submit your Return of Earnings on time.
You should be aware of additional information that is published by the Department of Labour, insofar as it will affect the ROE submission.
